Honolulu - State work crews today unveiled a new moat that surrounds the state capitol. Despite public outcry, lawmakers insist the $2.6 million dollar moat was necessary to secure the capitol and protect it from "the normal people and other undesirables."
Requests for comments from the Governor's office were declined.
