HONOLULU - The Center for Disease Control today issued a statewide warning for Fail.
Symptoms of Fail have been reported and one case of full blown Fail was observed and isolated.
"We thought we had Fail eradicated," a CDC spokesperson said. "Apparently the Fail is very resilient and still lingers within the population."

I think you've been reading too much about bad locking, though catching a double fail is much less common. At least they used u locks so the clever thief would have to undergo the strain of lifting rather than the simplicity of cable cutters.
